Tom Musselwhite
Senior Landscape Designer
Owner
Tom's unique background as a landscape professional started early. Growing up with a father who was a sculptor, artist, and university design instructor fueled his interest in design, and he went on to study and work in the natural environs of Western Carolina University in the Southern Appalachian Mountains. This led to a lifelong passion for landscaping that took him first to Seattle, and then on to Japan for two years. The design studio at the University of Osaka Prefecture and an apprenticeship with a Japanese gardener taught him skills he continues to use today. Upon returning to Seattle, horticultural studies at Edmonds Community College furthered his experiences. Tom also credits outdoor pursuits as contributing to his natural designs. In 1991, Tom founded Pacific Garden Design in Spokane, committed to bringing together a team of professionals to serve the community with high quality landscapes that marry function and creativity.
Jack Foster

Project Management
Jack’s dad was a huge gardener, so it’s no surprise that Jack has spent his entire career in the landscape industry, from irrigation design and installation to distribution sales. He has taught (and attended) several courses related to landscape and irrigation over the years, and was an active member of the Washington Association of Landscape Professionals when there was a chapter in Spokane. In 2012, he brought his extensive experience to Pacific Garden Design. He wears many hats at PGD: handling estimates, project management, contract writing, and invoicing. You may also find him in the field occasionally, or even sometimes manning the snow plow. Jack originally hails from Medford, Oregon, and still takes inspiration from the southern Oregon landscape. He has a lab named Ellie who often comes to the office with him.
Shenji Pei
Jr. Landscape Designer
Shenji was born and raised in Shanghai, China, and first pursued degrees in horticultural technology and agriculture because of the simple desire to learn the best ways to grow things. Afterwards, she got into landscape architecture, and worked for a stint in Shanghai before moving to the United States. Here, Shenji studied Landscape Management at Spokane Community College and Landscape Architecture at WSU, before joining Pacific Garden Design in 2021. As a landscape designer at PGD, Shenji hopes to help clients create beautiful, comfortable spaces. She loves walking with her dog, Sky.
Carolyn Edminster
Office Manager
With over 35 years of experience in bookkeeping and accounting, Carolyn brings a wealth of knowledge and expertise to her role as office manager, nimbly stepping in wherever she is needed to keep PGD running smoothly. Carolyn has called Spokane home for more than 25 years, and raised her son and daughter here. She loves exploring Spokane’s natural beauty and particularly enjoys hiking with her daughter at Liberty Lake Regional Park.
